Gypsy Joker Superseding Indictment

Dismantling the Gypsy Joker Motorcycle Club has obviously become a priority of the United States Department of Justice.

Most federal cases against motorcycle clubs originate in federal judicial districts, like the District of Oregon for example, and are announced by the United States Attorney in charge of that district. But yesterday, a superseding federal indictment against members of the Gypsy Joker was announced in Washington, D.C. by Brian A. Benczkowski who is the Assistant Attorney General for the Justice Department’s Criminal Division.

The case against the Gypsy Joker may not be very hot but it is gushing official smoke. And the real news in this story is the smoke rather than the fate of five guys the United States has brought its full weight to crush. It looks like a radical development in the Trump Administration’s prioritization of the war on motorcycle clubs.

“The superseding indictment was announced by Assistant Attorney General Brian A. Benczkowski of the Justice Department’s Criminal Division, U.S. Attorney Billy J. Williams for the District of Oregon, Special Agent in Charge Darek Pleasants of the Bureau of Alcohol, Tobacco, Firearms, and Explosive’s (ATF) Seattle Field Division and Chief of Police Danielle Outlaw of the Portland Police Bureau (PPB),” the 872-word press release begins.

“According to the indictment, since at least 2003, the Gypsy Jokers have engaged in a wide range of crimes, including kidnapping, murder, drug dealing, robbery, extortion, and witness tampering,” said Assistant Attorney General Benczkowski. “Thanks to the efforts of ATF, the Portland Police Department, and federal prosecutors, we will work hard to hold accountable the leaders and members of this brutal and highly organized gang for their alleged crimes.”

“Kenneth Hause is the leader of a criminal organization that, through its many chapters and support clubs, has sowed violence and intimidation throughout the Pacific Northwest,” said U.S. Attorney Williams. “This is an organization whose members and associates pride themselves on living outside the law and use kidnapping, assault, murder and other forms of violence to extend and maintain their power. Kenneth Hause and his co-defendants will soon have their day in court and will face the consequences of their crimes.”

“This is a continuation of ATF’s operations against the Gypsy Joker Outlaw Motorcycle Club for racketeering, kidnapping and murder,” said ATF Special Agent in Charge Pleasants. “As president of a criminal organization, Mr. Hause put the community at risk and showed contempt for law and order. It is among ATF’s core commitments to protect the public from violent criminals such as these Gypsy Jokers.”

“The Portland Police Bureau is proud to be a part of this cooperative effort,” said Chief Outlaw. “Violent crime deeply affects our community. By working with our partners, we can utilize a collective group of strategies and tactics to investigate and apprehend those responsible for committing violent acts or profiting from people’s fear through extortion and intimidation.”

Unnamed Defendant

The release continues:

“GJOMC National President Kenneth Earl Hause, 61, of Aumsville, Oregon; Mark Leroy Dencklau, 58, of Woodburn, Oregon; Earl Deverle Fisher, 48, of Gresham, Oregon; Ryan Anthony Negrinelli, 36, of Gresham; Joseph Duane Folkerts, 61, of Battleground, Washington; and a sixth unnamed defendant are charged, as members and associates of the GJOMC, with conspiring to conduct and participate in the activities of a racketeering enterprise.

Additionally, Dencklau, Fisher, Negrinelli, Folkerts and the unnamed defendant are charged with murder in aid of racketeering; kidnapping in aid of racketeering, resulting in death; kidnapping resulting in death; and conspiracy to commit kidnapping, resulting in death for the June 30 to July 1, 2015 kidnapping and murder of Robert Huggins, a former GJOMC member and resident of southeast Portland, for the purpose of maintaining and increasing their positions in the GJOMC criminal enterprise.

The “unnamed defendant” is probably an Iraq War veteran and methamphetamine addict names Tiler Evan Pribbernow. Pribbernow has at least eight felony and four misdemeanor convictions and, although neutral and usually reliable sources have described him as a member or prospect of both the Gypsy Joker and Road Brother Motorcycle Clubs, he does not seem to actually have been more than a hang around with any club. Pribbernow pled guilty last November 7 to one count of racketeering conspiracy. His plea deal remains sealed.

Huggins

The current case against five members of the Gypsy Joker began as a state murder case against Dencklau, Fisher, Pribbernow, and and an already incarcerated defendant with four child molestation convictions named Mark Malichi Watkins. Two other people, Ron Thompson and Kendra Castle, were charged with obstruction of justice.

Dencklau, Fisher, Pribbernow, and Watkins were accused of kidnapping, torturing and murdering a former Gypsy Joker named Robert Lee “Bagger Bobby” Huggins. Huggins was a former chapter treasurer and heroin addicted who stole money from the club to buy drugs. He was kicKed out of the club in 2014. In 2015 he broke into Dencklau’s home, tied Dencklau’s girlfriend to a chair, threatened her with a gun and stole Dencklau’s property. Huggins mutilated body turned up in July 2015 and police theorized a connection between these events.

After Multnomah County, Oregon prosecutors had a hard time proving that connection the case went federal last July.

The Club

The indictment unsealed yesterday looks like an attempt to describe Huggins’ murder as the product of a conspiracy by the Gypsy Joker. To that end, the indictment portrays the club as a band of bloody thirsty brigands. For example:

“On or about August 11, 2003, GJOMC (Gypsy Joker Outlaw Motorcycle Club) members and an associate drove to Victim I’s residence in Linn County, Oregon and a GJOMC member-hit Victim I over the head with a large crescent wrench, causing injury and bleeding, and.the other GJOMC members and associate assaulted Victim I and took Victim I’s vehicle from him.”

“On or about September 25, 2008, defendant Kenneth Earl Hause summoned an Oregon Veterans Motorcycle Association (OVMA) member to a meeting at the clu,bhouse of the Northwest Veterans Motorcycle Club (NWVMC), which is a GJOMC support club.” Hause “wore large rings or brass knuckles when’he punched an OVMA member, resulting in the OVMA member losing teeth and having to go to the hospital to seek medical attention. Hause told the OVMA member after· assaulting him that he had, ‘30 days to shut [OVMA] down’ and that · OVMA members were no longer permitted to wear their patches.”

“On or about December 27, 2008, defendant Earl Deverle Fisher along with GJOMC members. and associates, assaulted individuals at Bar 181 in Portland, Oregon after learning that one of the individuals had mentioned the GJOMC to the police. GJOMC members and associates hit one person in the face and FISHER struck another person over the head with a sap weapon, causing the person to lose consciousness.”

“In or around December of 2008, a GJOMC member distributed methamphetamine to a GJOMC associate.”

“In or around the summer of 2009, defendant Mark Leroy Denklau possessed cocaine, mushrooms, and ecstasy for distribution during the ‘summer run.’”

“In or arourid mid-2009, a GJOMC member distributed methamphetamine to a GJOMC associate at the Dancin’ Bare bar in Portland, Oregon, and crushed the methamphetamine on the front fonder of a motorcycle to prepare the methamphetamine for ingestion.”

“On or between July 21 and August 12, 2011, a GJOMC member transported a stolen Harley Davidson Road King (1998) with an altered VIN number from Salem, Oregon to Sturgis, South ‘Dakota.”

“In or about the summer of.2012, at the GJOMC Tri-Cities clubhouse, defendant Kenneth Earl Hause punched, kicked, and stomped a GJOMC member with Hause’s heavy motorcycle boots knocking out several of the GJOMC member’s teeth, while telling the GJOMC member, ‘you’re no longer a member.’”
“In or about the summer of 2012, at the GJOMC Tri-Cities clubhouse, GJOMC members and associates punched and struck another GJOMC member, took the GJOMC member’s cut, and tattooed a large ‘X’ over the GJOMC patch tattoo the GJOMC member had across his back.”

“In or about the summer of 2012, after being told that defendant Kenneth Earl Hause would kill him ifhe didn’t give up his motorcycle, the GJOMC member who had been assaulted and tattooed told another GJOMC member that he was at a bar and that he had his motorcycle at the bar. Defendant Earl Deverle Fisher and another GJOMC member came to that location_and took the motorcycle.”

“In or about July of 2012, three GJOMC members ordered another GJOMC member to assault a female associate because the three GJOMC members thought she was disrespecting the GJOMC by dancing with members of the Mongols Motorcycle Club.”

“During 2014 and 2015, defendants/Mark Leroy Dencklau and Earl Deverle Fisher grew marijuana plants and sold the plants each month to the son of a GJOMC member. Dencklau was paid $3,000 each month for providing marijuana plants.”

“On or about June 30.and July 1, 2015 defendants Mark Leroy Dencklau, Earl Deverle Fisher, Ryna Anthiny Negrinelli, REDACTED, Joseph Duane Folkerts and others, on the orders of Denklau, assaulted and tortured Robert Huggins in Woodland, Washington, resulting in the death of Robert Huggins.”

“In or about and between May and June of 2018, defendant Mark Leroy Dencklau attempted to recruit an inmate in the Multnomah County Detention Center to · become a GJOMC member and explained to .the inmate that GJOMC members sell methamphetamine to make money and that some GJOMC members were able to make a living based on their methamphetamine sales.”

“In or about and between May and June of 2018, defendant Mark Leroy Dencklau offered an inmate monetary consideration as payment for the inmate to kill an incarcerated GJOMC associate. Dencklau suggested that they make two knives for the inmate to use in order to stage the killing to look like self-defense.”

“On or about July 11, 2018, while incarcerated, defendant Earl Deverle Fisher possessed hand-written correspondence between himself and fellow inmate defendant Mark Leroy Dencklau. In these notes, defendants Fisher and Denklau discussed the 2014 beating of Robert Huggins, the taking of his property, and his subsequent murder.”

“On or about July 1, 2015, defendant Mark Leroy Dencklau wrote to defendant Earl Deverle Fisher, ‘if we’re both hoping to be in a situation where we can testify in front of the jury, our testimony needs to be. similar.’ In the letters, Dencklau cautioned Fisher to make sure the letters were, ‘destroyed and gotten rid of. The last thing we need is something like that coming back to haunt us.’”

The drama continues for 27 pages.
