April 2001
Interviewed San Jose Police Officers and reviewed police reports from officers that were involved in conducting surveillance of the Annual Blessing of the Bikes event in San Jose.

November 1994 to March 1998
Assigned as a cross-designated U.S. Drug Enforcement Agency (DEA) Task Force Agent (TFA). While assigned to the San Jose Resident Agency of the DEA, my main focus was the San Jose Hells Angels chapter. This investigation included both the physical and electronic surveillance of members of the club and their associates. This surveillance took place over 3 years.

November 1990 to November 1994
Assigned as a Criminal Intelligence Officer, with the San Jose Police Department. My duties consisted of gathering, correlating and analyzing information received from law enforcement agencies, both from municipal, state and federal agencies across Canada, the United States, and other international countries, regarding outlaw motorcycle gangs generally and, in particular, the Hells Angels.
From 1990 through 1998, I met and interviewed the following ex members of the Hells Angels:
Terry Norman (ex member Winston-Salem chapter) Charlie Haas interviews (ex member Sonoma chapter) George Kaminski interviews (ex member and Sgt-at-Arms Monterey chapter) Robert Sandy interviews (ex member and vice-president Oakland chapter)
They confirmed the structure of the Hells Angels, their participation in criminal activities and the meaning of certain patches and tattoos such as the Filthy Few, Dequiallo, and P.P.B.S. We also discussed the reason why they provided information to law enforcement.
From 1990 to the present, I have had the opportunity and continue to maintain contact and converse with law enforcement agents who have worked in an undercover capacity as members and/or conducted investigations of the following outlaw motorcycle gangs:
Warlocks, Hessians, Vagos, Outlaws, Pagans, Mongols, Sons of Silence, El Forasteros,  Hells Angels, Bandidos, Misfits, Soul Brothers .
They confirmed the modus operandi of outlaw motorcycle gang members, their lifestyle and their interaction and/or warring with the Hells Angels.
I have had the opportunity to speak with Anthony Tait on a number of occasions. Anthony Tait is an ex member of the Hells Angels who became an FBI source while he was a member of the Hells Angels. Tait subsequently became the West Coast Sergeant-at-arms for the Hells Angels. In these conversations, Tait described the Hells Angels organization, structure, club business, executive role and their criminal activities.

August 1998
Hanford, California – Provided on site comprehensive information and guidance to the Hanford Police Department at a scheduled MMA sponsored “Return to Hanford Run.” There was an expected attendance of 3,000 bikers, including members of the Hells Angels and one of their puppet clubs (Scream City MC currently known as the Fresno Hells Angels).

March 1998
Pursuant to a search warrant, I assisted in a search of the Oakland Chapter of the Hells Angels Clubhouse, in Oakland, California. The Oakland Chapter is considered the “Mother Chapter” or the driving force behind the Hells Angels Organization. It is also the location where the West Coast Officer Meetings (WCOM) are normally held.
Pursuant to that search, I assisted in the seizure of computer documents, including the WCOM notes dated from January 1990 through March 1998. I was able to review all those meeting notes and various other documents that were seized. It gave me an insight into the Hells Angels organization, structure, club business, membership, ideology, and the criminal activities they are and have been involved in.

August 1996
Assisted the D.E.A. Boston office with the investigation of Gregory Dorney, president of the Hells Angels Salem chapter and East Coast representative to the WCOM.

May 1996
Interviewed a cooperating individual who had been arrested for conspiracy and possession with intent to distribute 12 pounds of methamphetamine in Honolulu, Hawaii. Two other suspects that were arrested were Jay Serrano, a member of the Frisco Hells Angels and a member ofa local Hawaiian outlaw motorcycle gang, the Na’ Kua Ana MC.

January 1995
Assisted the California Department of Motor Vehicles (DMV) Special Operations Unit in terminating an employee for criminal misconduct. The particular employee was an officer in the Modified Motorcycle Association, San Jose Region and was also affiliated with the Jousters Me. The employee was issuing fraudulent California drivers’ licenses to members of the Jousters MC, who had their drivers licenses suspended. The employee had access to vehicle registration and drivers license data base information for the State of California.
National and International Conferences on Outlaw Motorcycle Gangs-
In my capacity as an Outlaw Motorcycle Gang Expert and Instructor on Outlaw Motorcycle Gangs, I have the opportunity to attend a number of national and international conferences on the subject of outlaw motorcycle gangs, as either presenter or attendee. Generally, topics include new trends, specific information regarding outlaw motorcycle gangs, involvement in criminal activity, the meaning of old and new patches and tattoos, updates on gang membership and, in the case of international conferences, overviews of outlaw motorcycle gangs from investigators from different countries. Ex-members of outlaw motorcycle gangs are made available for a question period where investigators can ask about gang structure, gang activity, business etc. These conferences provide an opportunity to discuss outlaw motorcycle gangs with other investigators from around the world.

  1. Paladin Says:

Like Lewinski, a lot of “experts” MSU (make shit up). Another expert that always testifies on behalf of law enforcement, touts himself as a P.O.S.T (Peace Officer Standards and Training) certified instructor. A municipality hired this guy to help defend the officers involved in a case I was assisting opposing council on. I pointed out to the attorney I was working with that P.O.S.T doesn’t certify instructors. P.O.S.T certifies the courses that are taught by instructors. Along with other creative embellishments, this particular expert lost his credibility by perjuring himself under oath.

Municipalities hire the above mentioned Bozos because the people doing the hiring don’t know any better and they really don’t care. When a Government entity loses a case, no one misses a Beemer payment. The money’s paid out from the General Fund. When the Government loses, the tax payer picks up the tab.

  2. VAGO 1%er Says:

“Lewinski has found a niche, and it’s a lucrative one,” says Roger Clark, a former police officer who also serves as an expert witness in police use-of-force cases. “The problem is that his work encourages bad police practices and makes it harder to hold anyone accountable when they go wrong.”

    http://www.citypages.com/2010-04-28/news/bill-lewinski-defends-cops-accused-of-excessive-force/

  3. Paladin Says:

    From VAGO 1%’s posted link.

“A charge specific to defendant Timothy Bianchi (who threw the first punch of the fight) is that of using force likely to inflict great bodily injury. But Gohel cast doubt on the jury’s ability to find his client guilty of the charge as the video footage of the fight shows Bianchi taking a swing at Vagos member Michael Burns but never making contact with Burns.”

At most, Bianchi could be charged with “a swing and a miss”, which is the crime of Assault. Because Bianchi never made contact with Burns, their was never any applied force, likely to inflict great bodily injury. Therefore; the charge of Simple Battery or Aggravated battery is bullshit.

    @VAGO 1%

–He responded to the defense’s allegation that Gil-Blanco’s list of 50 violent instances between the Hells Angels and other motorcycle clubs didn’t accurately represent the reality of those instances.

The defense had cross-examined Gil-Blanco about his list, which didn’t include names or other relevant details, and found multiple instances on the list were inaccurately depicted and didn’t actually result in convictions for Hells Angels members.—-

    LMFAO

I bet the arbitary list of “5o instances” came out of Hunter S. Thompson’s Jayturd Dobyn’s books!

  5. BMW Says:

If I didn’t know that “undercover park” means that he hung out in the men’s toilet trying to pick up homosexuals, I might be impressed… or not.

Attending conferences and training, especially a LOT of DIFFERENT training, usually means that the boss thinks an employee is incompetent. Jumping from one job to another in short order is also an indication of incompetence. So, after demonstrating continued incompetence, he’s now an expert. It is a wonder he’s not a Supreme Court Justice!

JUSTICE FOR ZACH TIPTON IN 2015!!!

  6. popeye Says:

One course glaringly missing is any type of police professionalism or course that would make him a more effective human being. He’s carefully tailored his resume to make him a complete asshole with no real life skills. Like getting your Phd in comparative literature. Looks good on paper but it has no marketable skills and impresses no one but other comparative lit majors.

  7. Tooj Says:

Case in point, read every single bullet point and ask him to describe (in great detail) what he felt he gleaned from each and every item he listed. Jobs, Courses, Seminars, Consulting, ALL of it.

In the case of testifying I would want to know what benefit he provided, to whom it was provided and how he felt that happened.

    This guy would be priceless!

  8. Tooj Says:

Yup, it reads about right. Now, if there was a single shred of evidence that ANY of the training, consulting, etc. was of any value to anyone other than those involved in attending and delivering what I suppose was the tripe that anyone can pull in a Google search.

But guys, I was really amused with all the sections that look like :”I testified in this court case, that court case, etc.”

Try dropping the jury duty you served on your resume and watch it hit file 13 faster than the Red Sea came back together on Pharaoh.

In my field, it’s a “show me what you can do” thing and if I ever received a resume this fucking long I would laugh incredulously at the Human Resources person who actually thought I would be remotely interested in that much fluff.

But an alternative is that he MIGHT get an interview just for training purposes of my own people and we would have him sign a waiver that his interviews would be recorded and used for such purposes. Once finished, I would thank him for his time and for providing the myriad examples of who to remove from the potential employment pool at my firm.

OK, so I’m giving the guy another employment option…

  12. Phuquehed Says:

The only “…some of Amerikas most dangerous and feared gangs…” that I know of, are those like MS13, and/or any cartel-managed gang. They do whatever they want with damn near impunity and one rarely ever hears about any of *them* getting busted.

Oh, I see…only those ‘gangs and gang members’ the fucktard Blanco fears and *knows won’t hunt his family down* – plain ol’ biker clubs, the ones that announce who they are and where they are with big patches on their backs.

re “I’m always curious as to who deems or renders someone an “expert.” ”

    The Judge:

Rule 702. Testimony by Expert Witnesses

A witness who is qualified as an expert by knowledge, skill, experience, training, or education may testify in the form of an opinion or otherwise if:

    (a) the expert’s scientific, technical, or other specialized knowledge will help the trier of fact to understand the evidence or to determine a fact in issue;

    (b) the testimony is based on sufficient facts or data;

    (c) the testimony is the product of reliable principles and methods; and

    (d) the expert has reliably applied the principles and methods to the facts of the case.

They are subject to cross examination both on their expertise, and on any opinion rendered or fact testified to.

  18. Base Says:

An Ass-hole with a long resume is still an Ass-hole!

  19. One Eye Says:

I’m always curious as to who deems or renders someone an “expert.” I am aware of a Master Plumber status where exams are written to acieve that and I suppose you could subscribe to the Outliers: Story of Success by Malcolm Gladwell where in his thesis Gladwell examines the factors that contribute to high levels of success via the 10,000 Hour Rule, but who exactly designates one as a “biker expert”? Do you write a test and it is incumbent to achieve a certain mark or do you watch enough PHers ride by and at a certain count a bell is peals and you achieve “expert” status. I’m just amazed at the delusions of grandeur and self glorification.

If you’ll excuse me I’m going to go stand in the garage and become an expert on being a car.

  20. Wrong Way Says:

Reading most of this guy’s list made me sick to my stomach.

It’s like finding out you have a disease you didn’t know you had. This guy is like a virus you can’t get rid of and it spreads everywhere.

He really needs to find something more worth while to spend his life on. Unbelievable.

  21. los Says:

What jumps out at me is how many “$h!t jobs” he has thrown in there. During a lot of his career there seems to be desk jobs, low level patrol jobs, training positions, and park patrol, etc. Who goes from DEA to park security? Someone that has pissed off the wrong people..someone not very well liked or respected. That is my thought anyway. There seems to be very little on his resume that link him to any sort of MC work/knowledge. Testifying as a expert seems to be his only “qualification” for being an expert..I guess for the average person if someone can throw around a few slang words, or knows what a motorcycle is- they are an expert in MC culture. Maybe if he had ever successfully “infiltrated” an MC I’d be more inclined to believe he knows anything. I didn’t read anything that indicates he has..what did I miss?

  22. panamaa Says:

    Paladin,

This cocksuckers done a shit load of consulting and monitoring , right?
And people listen to him ? All I see is horsecock and gunsmoke in that resume….If that’s what it takes to make an expert then I’m in there on all kinds of shit……

  23. FF Says:

Jorge Gil Blanco is the shit, he’s got 3 names like David Cole Gray!

  24. Phuquehed Says:

CN has it exactly right. All Blanco is saying is he was able to take a buttload of ‘courses’, little one and two-hour things with real fancy names, and then goes around telling others that now he’s an ‘expert’ because of it.

Most people who have more than one synapse going on, know that no matter how many ‘courses’ one takes does *NOT* make one have common sense or an ‘expert’…an expert can have learned all there is to know *at the time* about a subject but it can be found later that all those ‘courses’ were wrong (look at medicine – *always* changing and learning or re-learning something that *was* thought to be ‘right’, look at that farce of a sience psychology and psychiatry, etc).

Blanco’s nothing but a bullshit artist, just as CN and everyone else has said. Baffle ’em with bullshit in the courtrooms is all he does with fucking stupid-ass names of ‘courses’ he took.

  25. CN Says:

Regardless of whether you’re a Cop or Teacher or Registered Nurse, for that matter even a Kirby Vaccum Cleaner Saleman, you are going to have to attend workshops, conferences and the like because upper management gets a kick back or the Company’s insurance provider has to be able to say, “We sent him to a certified class with a practicle exam thus he demonstrated the knowledge before a certified instructor and passed”. This shows the courts that even though you fucked up and amputated the wrong leg, you were, prior to the Opps, trained and tested so it’s not their fault and the insurance provider can show due didigence (so the shit can keep rolling down hill in your general direction). Mostly though, because staffing is already skeletal, you’ll have to burn a day off to attend and get paid overtime to do so or if it’s during your normal scheduled work day, some other poor schlep will have to pick up your slack and you theirs when their time comes to attend. Normally the thing is scheduled for a few hours after your shift arrives so your regular 7AM-7PM shift turns into 9AM-4:30PM and every effort is made to let you go home when the big people do for that week at least and all this for sitting on your ass listening to someone who’s all theory and no recent experience (those who cannot do, teach). About every 2 hours or so you get what used to be called, “a smoke break” and so at 11AM you disappear for 15-35 minutes only to return to go on lunch at noon. At 1PM you’ll be expected back in your seats but lunch or whatever has made you groggy so that’s when the group splits up into “teams” to work out some sort of presentation nobody wants to do. After the skits are done there’s a written test but these days you don’t have to fill in your name so that nobody feels harassed. The accountability is achieved by your signing in and out. If you’re lucky there isn’t a group photo at the end of the week. Come Friday the “Facilitator” will start the afternoon session with “Hey,if ya’ll want to leave early we can skip the 3PM smoke break and of course everyone does so you get to jump in the Charger at 3:30 after you sign that you’ve been completely trained in whatever the fuck they were shoveling all week and the Insurance Company keeps a copy and another goes in your personnel file. Sometimes you come back to your desk, excuse me, Work Station and a week’s worth of whatever kind of paperwork you do awaits your return and you play catch up the week after while you attempt to pick up the slack for the schlep in the cubicle next to yours who’s gone to where you went. Sometimes, depending on what you do for a living, it’s called recertification and without it you can’t come back to work because you are an insurance risk until you attend the Expert & Friends Show. If your Company or Police Force is lucky enough to have a full time training division it pays to get in good with these worthless bastards who know everything but do nothing, that way if you have to be out on Wednesday because your kid is sick they will fudge the paperwork. The Presenter or Facilitator or Instructor is really into whatever kind of crap they facilitate. They are a minority of one. So called Outlaw Motorcycle Gangs have to be sexier to deal with than the Crips & Bloods depending of course on your taste in music and they sure as shit beat CPR class and thats where hucksters and snake oil salesmen like Gil-Blanco earn their walkin’ around money and it’s all cool and groovy until everyone goes home and Gil-Blanco goes back to his Ramada Inn, sits at the bar and watches Sports Center while trying to impress somebody or more often just fit in unnoticed. Nobody is going to invite this fool to their favorite watering hole, they’ve heard enough. Gil-Blanco and his type are on Wife #7 or 8 because their other attempts got bored sitting home alone and when they do come home all they want to talk about is the same fantasy bullshit they lived all week. Gil-Blanco provides the Insurance Companies and Employers an easy out when the employee fucks up. More tragic is this pretender who in his heart of hearts just wants to join a real 1%’er MC but it’s way too late for that, he’s a prisoner in a cell of his own making until retirement sends him to an isolated cabin somewhere in Montana where hopefully nobody will recognize his misfit ass.

From time to time our hero gets to dazzle a jury with his act but here, on cross examination, he can be made to look like the Village Idiot in the hands of a decent Lawyer and there’s no way he’s going to the Giants game at Candlestick, no, in this circumstance room service is about his only other human contact, “knock knock,- Just leave it at the door thanks”. He stares out the window looking for motorcycles or listening to a busy signal when he tries to call home. He evolves into an expert on paranoia and solitude followed by a major coronary then self publishes something he can only sell at the Show that never ends until one day he does. Another Expert buys out his contracts, contacts and expertise.

  28. Tanned One Says:

ROTFLMAO !!!!! Did,nt know they could stack BS that high & wide ?!! LOL !!!

  29. UnaffiliatedObserver Says:

    That’s some funny stuff.

If Gil Blanco had even a modicum of self-awareness, he could have summed up his resume in three lines:

Spent some (boring) time as a cop.

Realized that law enforcement is heavily invested in a fantasy they term “the outlaw motorcycle gang phenomenon”.

Earned a good living ever since, telling prosecutors what they want to hear. For some reason, juries just can’t see through it.

If this clown wants to be honest about the “outlaw motorcycle gang phenomenon”, he can start presenting the OMG body counts in contrast to the street gangs in LA.

Gil Blanco is a professional bullshit artist.

  30. CN Says:

Back in the early 80’s I took this really fashionably cool speed reading course, Evelyn Wood Reading Dynamics, which I concluded was a total waste of time & cash. At least I believed that until I read this piece where out of the blue the training automatically kicked the fuck in. This “expert” needs to discover an eternal truth namely, Less Is More.

Also, if a box lunch came with these conferences then he’s also an OMG Conference box lunch expert.

  31. Paladin Says:

    August 2008
“How to Prepare for Expert Testimony on OMG – 16 hr Course RMIN
    Phoenix, AZ”

Based on his “specialized training” Gil-Blanco has a whole 16 hrs. of training on “how to prepare for expert testimony on OMGs”. Nowhere in his resume does he state where he got his training (if any) on so called “OMGs”.

The courses Gil-Blanco lists on his resume can be taken by any sworn deputy or officer. Gil-Blanco, like other sworn officers or deputies wind up on mailing list. These advertised courses are continually being sent through the mail.

I’m sure most of the “consulting” Gil-Blanco has listed are nothing more than telephone calls he’s made to different S.Ds and P.Ds, asking if he can help out on their cases. I can’t imagine anyone actually picking up the phone and calling this quack.

As far as Gil-Blanco’s association memberships are concerned; Any sworn peace officer can be a member of the associations Gil-Blanco has listed. Other than the prerequisite of being a sworn peace officer, these associations are about as hard to join as writing a check. They want the money.

Based on Gil-Blanco’s Curriculum Vitae, it shouldn’t be too hard for a competent attorney to discredit him, once he’s taken the stand.

    Hey Rebel
Ever think of being a M/C club expert foe our side? I mean how much more qualified would you need to be, After looking at this punk pigs resume I`d think you’d be a hell of a lot better qualified, and maybe turn around some convictions, you know tell the real truth fuck the gangland and jaybirds Steve Cook and this pink ass bitch, We have “save the patch” and I have heard a hell of a lot of great speakers, but we need a
” motorcycle clubs are not street gangs expert.”
Theres a hell of a lot of very intelligent 1%ers out there, I’m sure Some of them could qualify as experts who the hell would make a better expert than someone that lives the life everyday ?

    Just a thought …………….

Why would you list testifying on a case where the accused was aquitted? It just proves the charges were fabricated. Also most of his testimonies were at preliminary hearings or grand juries. He can lie as much as he wants to the grand jury , the point is to get an indictment. Theres no cross exam or defense for that matter. His resume is just a bunch of bullshit . Classes made to fill up a resume. “How to prepare for expert testimony in OMG cases” What the fuck!!!

“Today I made an appearance downtown
I am an expert witness, because I say I am
And I said, ‘Gentleman, and I use that word loosely
    I will testify for you
    I’m a gun for hire, I’m a saint, I’m a liar
Because there are no facts, there is no truth
Just a data to be manipulated
I can get any result you like
    What’s it worth to ya?
Because there is no wrong, there is no right
And I sleep very well at night
    No shame, no solution
    No remorse, no retribution
    Just people selling T-shirts
Just opportunity to participate in the pathetic little circus
    And winning, winning, winning'”

And with all that other shit, why aren’t the times and sizes of every shit he ever took listed?
